The 5-minute test
- Install the game on Wi-Fi, launch it once and get past any tutorial
- Close the app fully (swipe it away from recent apps)
- Turn on airplane mode and make sure Wi-Fi is off too
- Launch the game again and play one full round
- Make some progress: an upgrade, a purchase with in-game currency
- Close and reopen the app and check that the progress is still there
If all that works, it will work on the plane. If loading stalls or a login screen appears after step 3, it is not really an offline game.

Check permissions too
Offline games rarely need many permissions. Open Settings → Apps, pick the game and look at its permissions. If it wants location, contacts or the microphone without an obvious reason, that is worth questioning.
