A substitute holiday is the first weekday after a holiday that falls on a weekend or another holiday. Memorial Day is excluded, and the Lunar New Year and Chuseok breaks get one only when they overlap a Sunday or another holiday. A government-office holiday is not automatically a day off at every private company.

Usually not, but some industries differ. Check how the notice defines it.
Are legal deadlines counted in business days?
Korea’s Civil Act counts calendar days and moves a deadline that ends on a Saturday or holiday to the next day. See legal deadlines.
